Long before Narendra Modi was anointed BJP’s prime ministerial candidate, a poster had come up in Rajkot, in the 2009 Lok Sabha polls, asking people to vote for BJP to strengthen Modi. Though the Congress candidate won the seat, the message was clear: Modi was BJP in Gujarat and his grip over the state’s polity and governance was absolute.A year after he left the state, the templates of governance and politics have largely remained the same on the surface but there are cracks beneath.
